Les membres de la CIHEF (période 2012-2016) se réuniront à Genève entre le 24 et 26 mars 2014 à l’occasion de la rencontre annuelle de la Commission.
Following the resignation of Dr. Ghalib Djilali, the Commission elected a new member: Dr. Youssef Mehdi, from Algeria. Dr. Mehdi immediately took office and positively contributed to the discussions.
The Commission acknowledged that three States recognized its competence in 2013: Kuwait, St. Vincent and the Grenadines and Malawi.
The Commission heard reports from individual members who notable represented the Commission at the 22nd session of the UN Human Rights Council, the 68th UN General Assembly, the annual meeting of the African Union, the meeting of OAS Juridical Committee, the Council of Europe the 2013 Human Dimension Implementation Meeting of the OSCE and at the 12th Assembly of States Parties to the Rome Statute. The Commission further took note of a number of bilateral meetings with organizations (ICRC, NATO, League of Arab States, Organization of American States) and States with a view to promote recognition of the Commission and to invite States to make the respective declaration under Article 90 of the First Additional Protocol to the Geneva Conventions of 1949. The Commission discussed its strategy and programme of work for the year 2014, deciding, inter alia, that it will continue its effort towards achieving a greater geographical balance with regards to recognition of the Commission's competence to investigate situations of alleged violations of international humanitarian law (IHL).
The Commission invited as guest speakers Ms. Francesca Marotta and Mr. Ahmed Motala from the Methodology, Education and Training Section at OHCHR. Nicolas Lang, the Ambassador-at-Large of Switzerland for the Application of IHL, also briefed the Commission.
On Monday 25 March, the Commission hosted a well-attended briefing for States parties followed by a reception. During the briefing, the President and Vice-President of the Commission, Dr. Gisela Perren-Klingler, and Col. Charles Garraway, thanked States Parties for their support and stressed the role of the Commission as an independent body well-suited to investigate alleged violations of IHL.
The date of the annual meeting 2015 will be communicated in due course.
